REGULATION BOOK

1. The event:

1.1 In the vent you may participate with a 4wd vehicle with mass limited to 3.5 tons. The vehicle have to pass a trough a check up before entering the event.
1.2 It is forbidden to transport in the vehicle fuel tanks! All the equipment have to be secured in the vehicle.
1.3 The organizer does not take any responsibility of any damages that can occur trough the event.
1.4 A participation team is made of one pilot, one navigator (co-pilot) and a check vehicle. The pilot have to has a drivers license for the vehicle, navigator have to be over 16 years old before entering the event.
1.5 The participating vehicle have to be in order to be check by the marshals every time they need and without notification. There are no vehicles to be change in the progress of the event.

2. Rally-cross November 30th 2007

2.1 Basis

2.1.1 Navigation using road book .
2.1.2 On asphalt roads every team have to follow the Regulation on motion of the roads of Bulgaria (RMRB).
2.1.3 Ways for control of right passing trough the road book track- Using GPS devices, marshals, check points.
2.1.4 Additional limitation of speed during navigation – road book additional information. Using the GPS data, the marshal committee will determine if the team have not follow the limit.
2.1.5 It is allowed no more than 5km/h difference over the limit speed.
2.1.6 Divergence from the main road by a road book-up to 50 meters from right and left.
2.1.7 If going out of the road book track, it is obligatory to return to the sure track of the road book and then continue to the track.

2.2 Safety

2.2.1 Asphalt roads, cities even without road signs, participants have to follow RMRB.
2.2.2 Additional limitations of the speed outside asphalt road will be noted in the road book. The speed will be checked using the GPS devices. Difference from the noted speed is no more than 5km/h.
2.2.3 Seat belts and helmets for the pilot and co-pilot are obligatory trough all the time of the event. Helmets for cycling, climbing, caving, war and winter sports are not allowed!
2.2.4 When using additional equipment for recovering a vehicle, it does not prevent other teams to pass suavely trough the place.
2.2.5 The co-pilot have to be easily visible from all directions from the others.
2.2.6 Using winches, it is obligatory to have a weight over the rope of the winch and tree strap for every pull.
2.2.7 If needing recovery from the organized, it will be made after all the teams have passed trough this section of the track.

2.3 Navigation

2.3.1 The track is on public open roads!
2.3.2 Following a specifically made track using road book.
2.3.3 The track passes from asphalt roads, villages, paths and places without any types of road.

2.4 Penalties

2.4.1 Late for start- the team starts last from the starting grid with the time counting from its original starting place.
2.4.2 Not wearing safety belts and helmets – disqualification from the hole event.
2.4.3 When leaving road book track and continue driving, without returning to secure point: for every leaving from the main track- breaking more than 50 meters of the GPS track – 2 hours penalty time per place – example: crossing a plane where the team have to follow a road in a forest and then coming out from the other side of the forest and cutting the track.
2.4.4 Deliberate cutting of the road book track with using additional roads or paths ( before start the real GPS track of the rally-cross track is stored in the marshals) – penalty time of 4 hour per place.
2.4.5 Dead line for closure of track – Team did not finished – DNF
2.4.6 The organizer does not change the dead line for closer of the track for weather changes.
2.4.7 Unsportsmanlike behavior and spoiling the reputation of the event – disqualification for the hole event.
2.4.8 Deliberate blocking of the road book track – disqualification from the hole event.
2.4.9 Remaking the GPS data with any ways – disqualification from the hole event.
2.4.10 Special places noted in the road book where the team have to pass, and the GPS data track to be checked with accuracy of 15 meter - 4 hour penalty time.
2.4.11 Obligatory places marked with arrows, lines and other markings from the organizer! If not passed - 4 hour penalty time.
2.4.12 Not following the safety rules when using recovery techniques – DNF – the marshal tells the made penalty. It is written in the participant documents.
2.4.13 Not giving the road book, GPS device, participant documents over 5 minutes after the finish – DNF – did not finish penalty.
2.4.14 The hole track of the road book is stored in the time marshal before the start of the event. In it there are the marked areas where the participants have to pass trough in the smallest difference in the paths.

2.5 Finish

2.5.1 Finishing have to be safe for marshals, public, media….
2.5.2 After finishing the team have to give its road book, GPS device and documents no more than 5 minutes after the finish. If they are not given in the period of time – penalty DNF. GPS device is returned to the team after all needed data have been taken and check for errors and penalties from the marshal.
2.5.3 When finish after the time of closer of the track, the participant have to find the organizer to give him the road book, GPS device and documents.
2.5.4 After finishing the team have to follow the RMRB.
2.5.5 Participants are forbidden to be at the marshals when checking the data. When problems occur the marshal will call the participant for additional information.

2.6 Ranking

2.6.1 Ranking will be made of the fastest time for passing trough all the track with the additional penalties.
2.6.2 The smallest time unit is second the biggest hour.
2.6.3 The teams with penalties: disqualification, did not finish because of breaking down, not finish because of track closure are ranked without time, last in place.

3. Trail December 1st 2007

3.1 Basis

3.1.1 Several special closed tracks of natural and unnatural obstacles, marked with arrows and ribbon with independent start and finish.

3.1.2 The passing from stage to stage is with using a topographic map with obligatory for passing marked road and a time limit. This passing does not count for the ranking but it have a time limit. Then reaching the stage, the participant have to tell the starting marshal to check the time of arrival. Then the participant have to wait for his turn to start.
3.1.3 Then late the participant have to wait for the marshal to tell him when to start ( this may be after the last team in proper arrival have passed from the stage).
3.1.4 Passing from trail to trail have a limited time!
3.1.5 The organizer wishes the participant to be spited in groups, so that the group could help each other when needed and for the event to go faster.
3.1.6 Ranking will be made of the summary of the times of the stages with the additional penalties.
3.1.7 In the stage will start the spitted group of participants in a fixed time intervals.
3.1.8 If not finish a stage – 4 hours penalty time.
3.1.9 Every participant have to fullfill the instructions of the marshals in the trail.

3.2 Safety

3.2.1 When passing from stage to stage, every participants have to follow the RMRB.
3.2.2 The participants are bound to inform the start-marshal for their arrival.
3.2.3 Wearing safety helmets and seat belts is obligatory for all the time of the event.
3.2.4 Marked track with ribbons shows the aria which the participants can use in the stage.
3.2.5 Marked with arrows gates are obligatory for passing in the right direction.
3.2.6 Missed gate is counted as not finishing the stage – DNF.
3.2.7 Changing the natural position (bending, hitting, breaking) of the gate, ribbon with a vehicle or used equipment ( winch cables, straps, anchors) leads to penalty – DNF.
3.2.8 Unsportsmanlike behavior and spoiling the reputation of the event – disqualification from the hole event.
3.2.9 When using winches, a weight have to be installed over the tensioned rope , gloves for the operator of the winch, and a tree strap protector have to be used when using tree for anchor.
3.2.10 Other started participants from the group have the rights to help ( pulling the vehicle, making a anchor point for a winch). The helping vehicle have the right to pass gates so that could help the needing vehicles, but for the stage to e counted as passed, he have to return and go trough the missed gates from the right directions.
3.2.11 The maximal time for each stage will be told on the start line.

3.3 Start

3.3.1 The starting grid and spitting into groups will be made in the briefing the night before. The grid can not be changed (even partners) after that. Every participant even in group for helping each other is a individual participant and his time is counted separately. Help is obligatory but may be needed for successfully finishing a stage!
3.3.2 Start is given from the start-marshal with an engine running, seatbelts and helmets on, and the hole equipment placed in the vehicle. Preset equipment in the stage is not allowed.
3.3.3 The start of the next vehicles from group is made after a fix time intervals following all the rules.
3.3.4 The arrived participants from the other stages, wait, look, repair their vehicles, but not helping these in the stage at any time and way!
3.3.5 Not starting leads to DNF – 4 hour penalty time.

 

3.4 In the stage

3.4.1 A track marked with ribbons for marking the area of the stage which the participant can use.
3.4.2 Anchor points, which are in the area of the stage can be freely used following the safety rules. The points used for marking the stage can also be used but this can not change their position.
3.4.3 Participants are bound to pass each gate from the right direction. Missed gate – DNF penalty time – 4 hours.
3.4.4 Started vehicle in a group can help each other, following the safety rules.
3.4.5 Object used for marking the stage, which is moved out from its original position from a participant, equipment or vehicle lead to a DNF penalty time of 4 hours.
3.4.6 Deliberate changing of the gates/ markings of the stage, breaking marking ribbons may lead to disqualification from the hole event.
3.4.7 Others except the started participants in the stage are forbidden in the marked area. Only marshals, organizers and media are allowed.
3.4.8 When rolled over vehicles need assistance, only the started participants can help the needed vehicle. Help other than this leads to DNF penalty time of 4 hours. When needed only the marshal can allow the help of others!
3.4.9 Recovery of a vehicle will be made after the maximal time have passed or when the participant wishes. This gives a penalty DNF and 4 hour of penalty time.
3.4.10 Gates must be passed from the right direction from the start to the finish.
3.4.11 After finishing a stage, the participant cannot go back and help the others from the group.

3.5 Finish

3.5.1 The participant have to finish in a finish gate made of two parallel ribbon markings.
3.5.2 Pilot and co-pilot have to be with helmets and set belts. Helmets are obligatory for the hole period of time of the stage even if they are outside of the vehicle.
3.5.3 Used equipment have to be returned in the vehicle.
3.5.4 The finishing marshal waits for the full placing of the helmets and seat belts and with hands of the pilot and co-pilot in the air the marshal stops the time.
3.5.5 When two or more vehicle have to finish the stop parallel to each other and wait for the marshal.
3.5.6 The vehicles do not leave the finishing gates until the marshals finish their work.If the marshal wants to more the vehicle out of the gate for safe finishing of the others, the participants have to do it safely!
3.5.7 After the finish the participant have to go the next stage where they find the start marshal and wait for their start.
3.5.8 Passing from stage to stage the participants have to follow the RMRB.

3.6 Penalties

3.6.1 Not starting –DNF – 4 hour penalty time
3.6.2 Changing the natural position of an object form marking the stage, breaking a marking ribbon, breaking a gate or changing the natural position of the object marking the gate even with the equipment, using an anchor point outside the marked area, help different from the group started – DNF – 4hours penalty time.
3.6.3 Not following the safety rules – disqualification from the hole event.
3.6.4 Unsportsmanlike behavior and spoiling the reputation of the event – disqualification for the hole event.
3.6.5 Overdue of the maximal time for a stage – DNF – 4 hour penalty time.
3.6.6 Deliberate movement of an object marking a gate or area of a stage, with a purpose for easing a participant, made of an assistance or other participant lead to disqualification of the hole event for the person or team which have made the movement.
3.6.7 If the participant make use of this movement before the marshals return the object ribbons to their original places, the participants is not given penalties.
3.6.8 When rolling of a vehicle, help different from the group of the started participants in the stage is forbidden and if given, the helped participant is given DNF penalty 4 hours.
3.6.9 Marshal can allow help from all if needed!
3.6.10 The DNF penalty is 4 hours per stage. After receiving this penalty the participant have to leave the stage in the fastest, safest way.
3.6.11 After receving a DNF penalty, the participant have to leave the trail in the safest and fastest way and head to the next trail following all the rules.

4. Cross trail December 2nd 2007

4.1 Basis

4.1.1 Rally with elements of trail.
4.1.2 Natural and unnatural obstacles for passing with a speedy manner.

4.2 Safety

4.2.1 The race track is not cut for participants and public.
4.2.2 Due to the nature of the event and the big publicity interest, participants have to drive with a speedy manner safe for all around persons.
4.2.3 The track is marked with a ribbons and gates, wide enough for safe overtaking.
4.2.4 Helmets and seat belts are obligatory for all participants during the event!
4.2.5 Hits are not allowed into the vehicles. Every team is responsible for their actions,
4.2.6 When needed help for passing trough a gate, only a vehicle of the organizer can be used as an anchor or for recovery from the situation.
4.2.7 Leaving the marked track will lead to direct elimination.
4.2.8 When using winches for recovery, use of tree protector is obligatory and weight on the cable is a must.

4.3 Start

4.3.1 The starting grid will be made from the previous night party.
4.3.2 Start at the marshals command.
4.3.3 Not starting will lead to direct elimination.
4.3.4 5 minutes after a call of a marshal for a participant to start, he is dissmissed and receves a DNF penalty.

4.4 In the track

4.4.1 Overtaking is allowed.
4.4.2 Hitting the vehicles is not allowed. Every team is responsible for their actions.
4.4.3 Help from the public or assistance is not allowed. If so direct disqualification penalty.
4.4.4 Leaving the marked track – direct elimination.
4.4.5 Marshals will be placed every where on the track.
4.4.6 Passing trough a gates, only from the right direction. Objects used for marking the gates or stage, are not allowed to be touched. If so direct elimination penalty is given.
4.4.7 An object which is marking the track or a gate is toughed or his natural position is changed from a participant, vehicle, assistance team or equipment least to direct elimination.

4.5 Finish

4.5.1 Flying finish is applied.
4.5.2 First to cross the finish line continues to the next round of eliminations, the others are eliminated and they are ranked with the time made for finishing the stage.
4.5.3 These teams closed with a laps have to made the full number of laps so that the time for ranking is real even though they are already eliminated.
4.5.4 After finishing, the vehicles have to be parked in a safe place, where they will not interfere with the next rounds of elimination.
4.5.5 After call for start the vehicles have to be at the starting line no more than 5 min after they have been called. If not they are eliminated.
4.5.6 These teams which have not been eliminated, start together.

5. Assistance.

5.1 In the rally cross stage:

5.1.1 After starting the assistance can only help them in the service park.
5.1.2 Help in the racing stage is not allowed. If made, the team may take a disqualification from the hole event.
5.1.3 The in the service park, all kinds of repairs can be made. After the time limit have passed and the team have not started, the time is measured from the original time for start.

5.2 In the trail stages.

5.2.1 Assistance can follow the participant at all times, but when in trail, no help from the assistance team can be done.
5.2.2 Services can be made at any time if the participant is not in a stage. The organizers ask for the teams to made repairs after the participant have introduced to the start-marshal because the time limit for passing from stage to stage.
5.2.3 Service to the vehicle have to be done 5 minutes before the start of the participant!
5.2.4 Giving spare parts and physical help in a stage is not allowed at all!
5.2.5 The assistance vehicle is not allowed to be used as an anchor point! Only when the participant have overdue the time for a stage and needed recovery the assistance team can help, following every safety regulations.

5.3 Cross trail stage

5.3.1 The vehicle have to be prepared 5 minutes before the time for start.
5.3.2 Repairs can be made, but this have to not coincide with the process of the event.

* The organizer have the right to change the regulation book at all times, but he have to anounce the changes before the start of the next stage and with all participants aware of the made changes.
